I will give you two guesses but you only need one…
with the total yoink up of the Crimson Map Pack release, I am really hoping they take the extra time to release the Title Update before releasing the Map pack

Agreed. If they really want to earn brownie points then they will make majestic a “free trial” like crimson…since we all know that was ingenious marketing and planned. 
Knowing these guys: money means more to them than fixing the game (Look at the Crimson DLC, how they managed it and the fact that it came first before something as simple as a fileshare fix). So I say DLC will come first.

I hope you know that a fileshare fix right now would be very broken and not worth having a fileshare at all. The fileshare is still in development, as it is a completely different system than before. 343i realizes that it sucks, but there isn’t much they can do other than try and get it done as fast as they can.
Also, the fileshare was planned to be included, but things don’t always go according to plan. Crimson was also planned to come out when it did, so if the content’s done then why not release it?

If the fileshare/custom game options/CSR were simple fixes do you really think they wouldnt have put them in?!
Restricting access to DLC WAS a simple fix, i mean every man and his dog realised it was due to the codes given out for specs were granting access to this also.
Fixing fileshare is probably alot more complex as they have modded the reach engine drastically and something got lost in translation.
Out of the two I would prefer the TU update. Though the new map pack is focusing more on smaller maps so I will be content with that as well.
