Clearly the Arbiter is the best, my proof, ARBITER!!! On a more serious note he did wind up being one of the Covenant’s most highly ranked commanders, and is now the leader of the Swords of Sanghelios, these aren’t positions handed out to just anyone.

Ther 'Vadam is an ancient Sangheili Kaidon and Thel’s ancestor. He was captured by a rival Kaidon, but managed to free himself and amass an army to overthrow him. Ther would come to be the founder of the State of Vadam.
Out of these characters, I’d choose Ussa 'Xellus. Such a brave badass willing to do anything to protect his people’s freedom.
Thel 'Vadum is my all time favourite, but Ussa is my 2nd favourite.
