This is a tough question.
There are certain leaders I prefer based on several criteria:
Gametype (standard/deathmatch, 1v1/2v2/3v3)
Map
Who my teammate(s) is/are playing as
Sometimes I love the simple rush of warthogs as Anders
Sometimes I love the beam microing of the Prophet
Sometimes I love to be Cutter when I play a map with an open base.
Sometimes I love to rush air as Forge on maps with bad pathing.
Sometimes I love to pull tanks to me and smash their face as the Brute
Sometimes I love to nom-nom warthogs as the Arbiter
Sometimes I love the challenge and to think on my feet as Random All
…
BUT I ALWAYS LOVE TO PLAY HALO WARS!

For shingles and giggles:
My buddies and I will mess around as 3 cutters and elephant rush (with only elephants, multiple elephants - looks funny)
3 Anders warthog “rush” (because you can’t rush a fully upgraded population of warthogs) - the game begins to lag with 120 warthogs running everywhere
3 Brute ghost “rush” - same tactic as warthog rush.
End of story - I guess we just like to see how much we can lag the game with units.

If you really want to lag the game with units, play private 3v3 deathmatch.
Take turns allowing each person to get 11 bases to reach 99 max population, and have them build full units. 6 players x 99 pop each = 594 total pop.
I chose to build 16 vultures and a scorpion.
The Chieftain is my favorite. Huge amounts of health, stun, and pulling makes the actual leader a beast, while the Brutes are an overall good unit, especially with their final upgrade. My only gripe with him is that the Choppers kind of suck. They can’t shoot while moving (if I recall correctly) They can only fire in the direction they are moving (unlike Ghosts) and, from my experience, they don’t make as good anti-air units as Ghosts.
I also have a fondness for Cutter, mainly for his late-game. Quad MAC is devastating and ODSTs are amazing swarm units.
prophet, and then all other leaders are second best. except forge, I just can’t use him effectively any more.

Choppers are the worst of the 3 scout units (warthog, ghost, chopper). They can only fire the direction they are looking, making ghost and hogs way better.
They are just as effective against air; they were buffed in a patch to make them more comparable to ghost.
Brute chief all the way. Second best is hawk -Yoink!- with half off upgrades
cutters best UNSC by far. he is just as good as the other 2, but is more versatile and less predictable. he has the strongest leader power and those damn ODST with infinite drops.

yes but choppers have best ram.

All the ‘rams’ do the same amount of damage, the chopper’s isnt any better. Choppers have more life, so trying to get into a ram battle with them is obviously a bad choice, especially early game.
Late game, ghosts are the best for ramming because their shield can allow hit and run without losing HP, but no one ever makes ghosts, let alone upgrade them.

Make sure you keep your units hidden. I was first to go on my team, and made damn sure I kept my vultures hidden, otherwise the people on the other team would have built full wolverines (there would be 49 of them from one person, yikes!). well placed triple cryo would still leave some vultures alive I think.

I think Forge and prophet are the most boring ones
UNSC as Forge, and Chieftain as Covenant. I love their hardcore offense capabilities.

am finally seeing how good cutter is, but forge’s heavy supply pads are really good.
