The fuel rod can’t kill with the explosion very well and generally requires direct hits and careful aiming to score kills, however it does have the fastest fire rate, largest clip, comes with the most shots, reloads fast, and in skilled hands can get the most kills per pick up.
The rocket launcher is well balanced. having two shots per clip, a decent explosive radius, average reload time, and packing four extra shots, it’s a great launcher.
the incineration cannon only has one shot per clip and a long reload time but is immensely powerful, melting clumps of foes in a single blast.
Where’s the Sticky Detonator and Grenade Launcher? Those are two of the best ones!
Of those three, I’d say the Rocket Launcher; the Fuel Rod Cannon is so common in Firefight and Spartan Ops is gotten boring. The Incineration Cannon I like, but it’s not quite as much fun as Halo:Reach’s Plasma Launcher.
My personal favorite is the Concussion Rifle, but that was sadly not included in this list.
Otherwise, I prefer the Fuel Rod Cannon due to how it’s compact blast radius allows it to function safely at even close ranges - it also requires a little bit (a little bit) more skill to use.

Well, that doesn’t make any sense. I believe “Explosive Launchers” applies to all weapons that… well, launch explosives. What are you, some kind of arms racist?

Rocket Launcher would win if it had a halfway decent surface-to-air lock.
All time favorite: Reach’s Plasma Launcher. Charge up to four seeking and very powerful plasma bombs… everything you need in a power weapon: unique, skilled, not overpowered but powerful when used right, always loads of fun.
Fuel Rod Cannon! Possibly my favourite weapon in the game. It’s just such fun to use. Requires a little more skill than the other two but it’s still insanely satisfying to blow people up with.
Of the listed options, the Red Death Cannon is my favorite, simply because of its power to bring death.
Of all explosive weapons, the Railgun (does that count) is my favorite. It took a moment to find a groove with it, but it becomes an easy one hit kill.
