Yes, I think there should be fall damage.

Halo 3 shields = no fall damage.
Yes, but not like Reach. We shouldn’t take a ton of damage for a 20 foot fall. We’re a super soldier in armor. But there should be exceptions, obviously. You shouldn’t be able to jump from the top of Spire to the ground without hurting yourself severely.
