I’m excited to see whatever is strong enough that Chief would have to hide from it. So yes, the cloak is a big deal.

Perhaps he’s just cold, in the desert, in a full suit of body armour
I don’t see any logic behind it though because that won’t protect him from scans. Not to mention a lone figure walking around with a tarp is obvious.

Yeah I did unfortunately was to busy with the Mass Effect 3 DLC , can I you explain it to me lol ?
With the concept of this cloak, it could really open up a whole range of questions and possibilities.
Could it be a new game mechanic?
Could it have something to do with the story?

I tend to not look at a trailer for face value personally.
It’s the Chief’s security blanket. Very important in the characterization of MC to make him more human 
He’s probably hiding. It also may represent his emotions to losing cortana.
