Engineer Swarm does not count toward Space Healer

Using the Engineer Swarm leader power does not count toward the “Space Healer” achievement. Why is this?

I would also like to bring up,
Placing the engineer leader power on a cloaked base actually does not reveal the cloaked base. Is this suppose to happen?

honestly 343 probably didnt even think about this

Probably to keep it from being used as a decloak ability so colony still has to rely on detect units.
