do i have to have the halo 5 for Xbox to equip emblems ?

Yes - you can only change your Armour, Helmet, Visor, Colors and Gender from here on Waypoint

ive tryed to change my emblem here on waypoint but its not working ?

Because you can’t… as I mentioned above there are only a select few things you can change on Waypoint. For the rest, you need to Halo 5 on Xbox One to change which includes emblems
