Ya wasn’t the timeline supposed to be Halo 2? feels like it’s 3 because we are fighting Brutes not Elites? I want to kill elites as a human! Lol
After Regret departed, Truth sent secret orders to the Brutes to kill the Elites and seize control of the Covenant forces. That is why we fight no Elites and see a lot of Elite bodies on the first mission.

In addition to what @VmasterRecon said, 343 is planning on adding elites to the firefight mode in the future. Keep in mind, this will be limited to being a custom setting, so you won’t be able to see them in multiplayer firefight or in any of the preset firefight modes. It will still be nice to fight the elites in some compacity as an ODST

Ugh this is so unfair!
I wouldn’t say they won’t be in Firefight Matchmaking; they might be in the arcadefight modes since the devs weren’t afraid to alter how gametypes and such worked there.
as for the campaign, Vmaster pretty much nailed the lore reason (Truth pulled an Order 66 to get Regrets commanding forces out of the picture to secure the Ark portal himself). However, the out of universe guess is that it’s likely Bungie just didn’t want to spend the time to rework the Elites into enemies, since a ton of the issues that were in the Flight existed back then too: from lacking AI, to missing animations, to needing new dialogue, to fixing special features, etc. Since ODST was meant to be a DLC expansion before it grew into a separate game entirely, it likely didn’t make sense from a development standpoint to do.
(Thankfully since ODST tools are coming out soon too, people have been talking about bringing the Firefight Elites over to campaign and making the first few missions like the Great Schism from the last few missions in Halo 2, possibly even adding a few surviving Stealth Elite and Spec Ops Elite patrols to the night sections to make them more difficult/terrifying)

It literally is Halo 3. It’s even in the name “Halo 3 ODST”. But yea I too was disappointed when it was only brutes.
