should lower level enemies (like elite minors) almost completely disappear on higher difficulties? personally it always felt weird to me that the supposedly most common enemies were nowhere to be found on legendary. i felt that the difficulty increase should be in the damage increase (i believe damage taken on legendary is the same as regular multyplayer?) or adding a few more enemies if needed.
its a relatively small thing but something i noticed none the less.

The problem as I see it when we talk difficulty is that more than often, the AI doesn’t become smarter, stats just increase.
Keep everything as normal, just make them a lot smarter so they have the ability to outsmart the player. If the enemy notices we go by the PP-Headshot weapon combo, they should start keeping outside the tracking range for the PP while sending in things that could effectivley dodge it or just the canon fodder.
I’d rather have a swarm of enemies than a select few.
It makes it a harder challenge because, you know, Legendary.

No. Legendary does more than increase enemy stats. It increases the likelihood of high-ranking enemies spawning, as well as simply spawning a larger number of enemies.
im glad to see im not the only one who felt this way. i feel like its important to keep up enemy variety both in terms of species/faction and the ranks within. always thought that if legendary was ‘too easy’ without bumping up the enemy ranks they could add a few more. and it dosnt make sense in universe either.
