Add search filters for Connection Quality and Region.

Release all specializations for everyone and let each gamer play at his/her own pace.

Remove Active Camo as an Armor Ability and re-implement it as an Ordinance Drop that lasts for 60-seconds (duration debatable, but should be some fixed rate of time).

Make Personal Ordinance a progressive reward, with weaker perks/weapons being dropped first; as more Ordinance is earned, make the strength & quality of available choices increase. This makes game play more dynamic and competitive.

Always render a scoped weapon de-scoped upon the user receiving damage.

Either turn friendly-fire completely on, or completely off. The current rules are mind-numbing.

Weapon spawns should last until they’re retrieved, whether they spawn be via Ordinance or by a fallen player.

Fix aim-assist, at the very least so it doesn’t move your cross-hairs to the nearest player when multiple enemies are in close proximity to one another.
I personally don’t believe any weapons or vehicles need nerf’d or buff’d, and I don’t really want to open that can of worms in the first place. The above items are just things I personally believe would benefit the community as a whole, and perhaps beget less silly hate threads on the forums.
Over all, I think Halo 4 is a decent game. As with any it could be better, and where simple things are concerned I don’t believe it’s too much for the community to ask.
Perhaps I’ve left out something, or perhaps you think I’m nuts with specific suggestions. Either way, what’s everyone’s viewpoint?
A few of them are actually contentious issues right now (namely scoping, camo, and friendly fire) and you missed a very big thing that almost everyone, if not everyone, agrees upon - reinstate the custom game options that were missing at launch such as changeable weapons for Infected and the inclusion of Race variants.

It’s a yes from me bar one thing. Do make weapons de-spawn when dropped with a reasonable countdown limit (like 30 seconds) unless they are map spawns in which case they will not de-spawn until picked up.
Also a classic playlist without sprint, AA, perks, ordinance drops, specialisations is desperately needed.
EDIT: And better custom options
Balance issues like the boltshot (which needs to be removed in my opinion) can be sorted later.

My apologies. I certainly support more ‘custom’ options being implemented.
And, @ Lag Warrior: I would also be fine with a dropped-weapon countdown, which would still be an improvement.
