He does have a fair point though, we have only really seen the city landscapes of Earth. There is probably a sizable portion of the Earth that isn’t as developed as New Mombassa or Sydney.
The outskirts aren’t developed 100% it seems… (halo 2]

Sydney didn’t fare well in the war. Neither did New Mombasa.
But they did start rebuilding not too long after.
while fundamentally earth is hurt, considering they still have technology to launch the infinity, its not that bad. I imagine rebuilding is very rapidly giving the technology. Now on the other hand, rebuilding humanity population would be much harder. This is given that it takes “18” years to grow up.
Is this question for before or after the Covenant War?
Before: Earth is the most important Human planet, as home world of Humanity and capital of the United Earth Government/UNSC. Its landscape has changed slightly due to logical erosional forces (I compared pics of New Mombasa landscape to present day Mombasa Island). Many large cities have been transformed into megacities, massive cities covering a lot of land. New Mombasa is the most known megacity. Humanity has also built large Orbital Elevaters on the surface, used to ferry large cargo from the surface to space. These were usually located near large cities, like New Mombasa. There are wildlife preserves. There is still green. But it is logical to assume that today’s large cities are even bigger.
In short… it looks like a logically futuristic Earth. Not everything is covered in silver metals, no “flying cars”, but there is still green landscape. Earth is alive and well.
After: Earth was hit hard by the Covenant invasion. The Prophet of Regret’s Carrier breached defenses and went to New Mombasa. After a long battle, New Mombasa was severely damaged, the Orbital Elevater collasped, sending debris all across the desert. (New Mombasa is in Africa). Later, when the Prophet of Truth led the Covenant Fleet to Earth, he did a lot of damage. New Mombasa was completely destroyed, and a large pit was dug out near the city (The Portal to the Ark). Truth’s forces also attacked many large cities across the planet, such as Chicago and Sydney. These cities were heavily damaged. Later an infected Covenant ship crashed into Voi, spreading the Flood. The Shipmaster’s ships glassed over the infested city and its immediete surroundings.
In short… Earth was hit hard, and suffered a lot of heavy damage. A majority of the population was wiped out. Some areas glassed, others just heavily damaged. The military was suffering. But, in the end, Earth still remains the capital and is making a major effort to rebuild.
You don’t have to be 18 to have reproduce. The law could be changed at anytime if they REALLY need to repopulate fast.
