This possibility hasn’t been ruled out. I’m not sure where the ‘n0-duals’ confirm came from, but there are plenty of people like myself who get a kick out of walking around like a mech warrior, mid range in one hand and short range in the other. Dual-wielding via Ability would be a fairly cool option for people who favour simple firepower over fancy tricks.

GI podcast with Josh Holmes (creative director for Halo 4) stated that dual wielding was tested early on but it didn’t fit the vision of Halo 4’s MP. It was severely imbalanced with the loadout and unlock system (their vision basically).
Dual weilding in Halo 4 MP is a bad idea. It was interesting in halo 2, but lost steam in halo 3. The only weapon that was ever worth dual wielding was the Halo 2 Magnum, the SMG’s were okay. Reach drop kicked dual weilding and the game became a million times better.
Dual weilding should stay in the past, Where it was fun.
