See if you have any other apps open and close them or reset the Xbox

all apps are closed I have already reset the console and there is still the problem, I also replaced the disc but the problem remained

I see the frame rate drops also, its just bad coding by 343.

Safe? because I asked my friends and they don’t have the drop in frame rate. I have seen on youtube videos of cutscenes Halo 2 Anniversary, the drop in framerate there was too but not as much as my of cutscenes
