I had already installed MCC when i first got it and played it quite a bit. I removed it from my xbox for more space for other games. I have now tried downloading it again but everyone time it gets to 30% the download just stops . Ive restarted it many times but it always stops

Did you let it sit, and give it time to reinstall?
mine is doing the same thing… despite me having fast upload and download speeds and very fast downloads of other games halo wars 2 is definitely stalling quiet a bit… it starts downloading it for a short while about every 10-20 min stops then re-continues. I’ve determined its not an issue on my side but on their side, likely with their servers which would be nothing new with bungie/Microsoft.
