My Double-XP tokens do nothing. No boost, no doubling of XP. Also, no new challenges regarding the Fracture event are appearing.
Appears there are still some bugs afoot.
Can 343i staff help me troubleshoot this?

IDK about double XP, but I can explain the fractured thing. There is no Fractured event this week so you will not get Fractured challenges this week.
