Maybe. This idea was brought up back in reach about the sabres.
The idea is cool, as it provides a training format for spartan pilots. To really pump up the population count, add some kind of objective, like VIP or a bubble-like king of the hill.
A wee-bit off topic, adding broadswords and pelicans as drivable vehicles in spartan ops will make SOs purely awesome!
