Yep. The question is in the topic. I have heard several people say not open gold packs until you hit SR40 so that you have a chance at the best items. Any enlightenment would be appreciated!
After a few hours it looks like the consensus is that the higher you are the more you have unlocked which means when opening higher packs you do have a chance at getting better gear because you have unlocked all the common and un-common stuff. Thank you everyone for your input!
I don’t think so, although if true it wouldn’t surprise me if 343 opted to not tell anybody about that just to get as much money out of people buying REQ Packs as possible.
Well it is said that by rank 40 you start receiving silver reqs everything you level up after that. However that’s up to you. If you want to open up gold packs now go ahead, but don’t be alarmed if you spot a common item in your permanent list. So I’d spam bronze till you get most of your common permanent unlocks, and after that start hitting up silver, then gold. But if you want to gamble for a nice legendary early go for the gold. That’s probably the purpose of that, have the ability to unlock the best stuff early, but the chances are low. It’s the gamble, but if you want to guarantee your drop do the progression.

Lol so far all of my unlocks from level ups have only been mongooses and needlers so if that’s the case I’m definitely getting req’t!
Somebody above said to spam bronze packs till you get the common permanents out of the way. I’ll offer this correction. Spam Silver. Unlike Bronze, silver GUARANTEES two permanent unlocks common to rare, whereas bronze only offers a CHANCE of a permanent. In my experience that chance is very small, and seems to get smaller when you have many certifications unlocked. I’ve gotten more opening two silver packs than I have from opening 10 or more bronze packs
I’ve really not played much multiplayer and lost connection to the games listed as DNF. I’ve gotten som pretty nice REQ’s including appearance, vehicle, and weapons up through better scorpions and such. Not sure rank or skill plays a role.

OP didn’t say level up awards. He seemed to be implying that reaching level 40 on its own got you better unlocks through gold packs. I just think its more a correlation to time played and more opened silver/bronze packs that its just a case of attrition than 343 hooking you up.
I just hit level 40 and my level up awards are all scout hogs all the time!
There are several ranks that offer a fixed reward in the rank up req pack you get for leveling up (normally an emblem), also the rank up req packs improve at ranks 21 and 41 onwards. To the best of my knowledge purchased and commendation reqs are not affected by SR.
I have not noticed my Promotion (level up) req packs get any better since passing level 40. They still show up as bronze and still give me needlers and warthogs.

Yeah this is my method. Spam Silver for a while until I have most of the unlocks then start grabbing golds.

You can’t get permanents from Promotion REQs. They increase in Quality at rank 40, and again at 100 I believe.

Think I wasn’t clear in my post. I wasn’t referencing the promotion packs you get automatically which are all burn cards except for emblems. And you can sell back the things you don’t want.
If you play a lot of Warzone and use the req points earned every 3 matches to get a silver pack from the store you will have compiled a decent inventory of common items by the time you reach level 40. Gold packs at that point should produce a little better as quite a bit of the chaff will already be in your inventory.

Yeah but for the cost of a silver you can buy 5 or 6 bronze if you sell cards you don’t need and in my experience I got 3 or 4 on average out of every five packs I opened. Thats 3-4 common permanents for about 6000 compared to 4 permanents for 10000, overall thats much better than silvers.
