Same as the others, they pretty much rewrite the whole engine to fit their goals and needs.

Every game has to run on a new engine because of the chip-set change, this is why nothing is backwards compatible.

This is not true. granted I’m not sure at all if it’s a new engine or not, BUT, if they did things the same as the last Halo games, new hardware doesn’t matter, all it takes is some recoding of the engine itself.
It’s probably an intensely upgraded version of Halo 4’s engine.
I don’t think it’s entirely new, they probably just improved upon the Halo 4 engine, much in the same way that Bungie improved the Halo 2 engine to make Halo 3.
In fact, I don’t know if it’s even improved that much, since it seems (to me anyway) likely that they actually had to scale the Halo 4 engine down to run on the 360. It never was clarified if the Halo 4 engine was performing at max capacity on the 360.

In the PS4’s case, yes, with Sony removing the Cell processor, that removes any backwards compatibility.
As for the Xbox One, I’m not sure if it’s because of that, or the switch to a Blu-Ray drive. Though I’m aware that the BR drive can also run DVD’s, so it’s most likely that you’re right about the chip-set change.

It’s because the processors are too different for the X1 to play 360 games.
