In the game play it looks like it does, and if this is the case it needs to be fixed. You should have to completely aim that thing yourself. Locking on 1 shot kill abilities are not my cup of tea.
Last I checked, there was a reticule of sorts that shows where you’ll go. So I think you do have to aim.
It doesn’t lock on, you have to aim with it.
