In Halo 3 the Arbitor and his captain guy (in the white armor) teamed up with the unsc but what do they do after? I expect them to still be cool with the unsc so i dont think they would be leading the covenent back to war against unsc. so if not them and not any of the prophets cuz they died, who leads the covenent back to war with the unsc?
I don’t think so, but he could show up in Spartan Ops. I think 343i said that he would be in Spartan Ops. I’m not sure.

Most likely not, I think 343 wants to focus on exploring Requiem in Halo 4, he’ll most likely return in 5 for the supposed “war”
At the end of Halo 3 the Arbiter and the commander (white armor) go back to their home-world, I highly doubt that they would make an appearance in Halo 4
I hope he makes an appearance in the campaign. I loved having him as character in Chief’s story. I know a good chunk of the campaign is going to be on Requim. But there is a halo ring in the main menu of the game so hopefully there will be some missions there, maybe the arbiter will show up then.

I want to see the good Elites again, this time with Grunts and hunters because they had them but they didn’t use them because the developers thought we’d get confused.
As far as I know, Arbiter and Shipmaster are still allies with the UNSC, and may or may not make an appearance in Halo 4 (hasn’t been fully confirmed or denied yet. If so, I would expect the to make an appearance in Spartan Ops more so than Campaign). The “Covinant” you fight in Halo 4 are a rebel group of Elites, Grunts, Jackals, and possibly Hunters called the Servants of Abiding Truth. If you want more info, just go to Halo Nation, Read the book Glasslands, or ask anybody here that has read Glasslands about it.
There has been no confirmation on either The Arbiter or The Shipmaster(Rtas’ Vadum) being in Halo 4, though it is likely that if they were in either of the campaign’s, it would be Spartan-Ops. As for who is fighting with Master Chief and the Infinity on Requiem, it is likely the Servants of Abiding Truth led my Avu Med Telcam. They were a separatist Elite faction that hated Humanity. At the time of Glasslands they were for the most part in the midst of a Sangheili Civil War with the Arbiter leading the Pro-human side. No one knows what the outcome of that is yet.

Their cause is the same as the original Covenant, to kill all Humans, and all who support them, and reclaim all the Forerunner technology for their religion.
I hope he’ll be in there, I really liked the arbiter.
I doubt the Arbiter will make an appearance in Halo 4 but hopefully he will show up in Halo 5 or 6. I miss my gigantic hoofed friend.

My theory on the arbiter is that he and ship master(white armored elite) were on their way to their home world. So while on their way they find that their world has been destroyed but not death star style just barren. So the rest of the sanghili go in search of a new world and he could come across the shield planet and investigate where arbiter finds chief.
If I see Rtas Vadum join with the anti-human side, I’ll be laughing even harder.
His bickering with Lord Hood in H3 was hardly an anti-human sentiment. It was a pressing matter. The Flood. He knows them. Of course he’s going to take radical action against them.
