Go to Xbox Support. 343 won’t be the ones running microtransactions, which I assume you’re talking about. But they don’t give refunds, that’s in the T&C when you buy.

try sending the moderators a PM, politely asking them for assistance.
They will totally help.
ya if you lost money to this game im guessing you bought req packs and didnt get them. xbox support should help you with this. you can contact people at 343 directly using twitter. @Brav is one of the main guys, but dont think he would help you with this problem.

I was in a similar situation as OP and they told me: “I see nothing wrong with the account and have been advised to refer you to Halo support on this at halowaypoint.com and or the Halo forums. Do not purchase another till we get this worked out, please.” they refunded my first purchase and told me to retry. the above response is was i got when it did not work yet again. 
I just want some gold packs, dang it!
