We already know we’re going to get new leaders as DLC down the line, but for the alien side of things will it be more Banished leaders or Covenant leaders?
I’d personally love to see Truth of the Covenant Empire, Thel, and others.
spectating here. I have a feeling that since they are going to have more main story mission in the DLC(someone give me if this is truly true) they would be tied to that for sure
I’m pretty sure we will at least get one Classic Covenant leader from the first game. Since we are getting forge it would even things out.

All covenant leaders rushed in the first one most of all arbiter.
I just can’t stand the fact that there are two brutes to start off anyway. Having less species in the base game then the last game feels bad. It’s really the only thing I don’t like about the game. I look at Decimus and I am like oh there is baby face brute.
Oh and the grunt mech as a hero unit lol
But I could go for a grunt or a jackal, I would really like a drone based leader I have missed those buggers even if the leader is not a drone I would like to have a leader with unique units that are drones.

146 but stopped playing much since August last year xD
I just hope there will be many maps with more strategy options

Considering Halo Wars 2 so far seems to be following the trend of hero units not being the leaders themselves and instead high ranking type units (the spartans, elite honor guards, brute warlords, etc.) i’m thinking if they had a prophet in there he’d have access to a hero unit like these dudes Prelate - Halopedia, the Halo wiki

I was thinking of a fanatic sanshyuum factions with traditional covies bolestered by brutes and prelates
Prophet planet side.
We might see the Arbiter, a Prophet, a King -Yar shipmistress, whomever is the new leader of the ‘Covenant’.
Grunt Goblin hero unit would be nice too.
I doubt forge will be the only DLC leader. But if they had older covenant then CA would have to re-skin every unit and base model. It would be really cool though.
Keep in mind as well, the ‘Covenant’ no longer exists as it was. Between H2 & H3, the Elites switched sides, and by 5 the Covenant is just a ragged bunch of hardliners dedicated to restoring the Forerunners, because welcoming your new robot overlords is just awesome.
It’ll be interesting to see how Isabel reacts to the AI rebellion, if it comes up.

If they’re adding Forge (who I am assuming is a historical character unless he magically survived being blown up and avoided 30 years of aging) then we may very well see a historic Covenant faction including leaders from the original Halo Wars.
If they put Thel (Arbiter) in then its going to be his modern look as part of a Swords of Sanghelios faction. I doubt we would get his Bungie trilogy look and his current one. Although if we get Ripa then you could just say its basically him.
I mean it would take quite a lot of reskins on the Banished vehicles and buildings but it is certainly doable.
