I personally think the Plasma Rifle will return. Regardless of whether it should or shouldn’t, there have been many clues to suggest its return.
First is the SMG. The SMG was missing in Halo 4, and so was the PR. Now we all know the SMG is back, so why would they not bring the PR back. It could be the counterpart to the SMG, like how the Storm Rifle is the counterpart to the AR.
Second is the Swords of Sanghelios. The Arbiter and the Swords have been shown in many trailers, and in the H2A epilogue the elites are seen wielding PRs. While it could just be Blur recycling assets, it would make sense for the Swords to be using the PR over the SR. H5 has been somewhat confirmed to have Sanghelios as a setting, so I think the Swords with PRs will be in the game too.

It should, i hated the storm rifle. Needle rifle would be even better
The storm rifle is Jul’s weapon while the classic plasma rifle is Thel’s weapon. Seeing that Thel is coming back, we will probably see and use the plasma rifle.
Seeing the classic elites with classic pr’s and the storm faction with storm rifles would fit well.

I agree with you on that. Plasma Rifle way better, and its looks too.

That’s what I think 343 is intending to do. It wouldn’t make much sense for the Swords to be using Storm Rifles when they have always used the Plasma Rifle.
I didn’t like the plasma rifle because it felt like the most random weapon in all of Halo but I expect, due to continuity, that it will return.
If you look in the H2A cinematic cutscenes with the arbiter and Locke, you can see the Elites with plasma rifles. So in a way they are already confirmed (unless the guns are in the cutscene but not in the game which would be weird)
I expect to see it return but in a rebalanced fashion with a more organic design.
That new nerf Plasma Pistol is making me think this way at least.
I’d also like to see the plasma repeater make a cameo.
If it does, then it should return to it’s CE glory.

I would like to see it return with a comparable level of lethality to the Plasma Rifle of yore however, I believe that it would have to behave a little differently in order to stand a chance with its UNSC counterpart due to the speed of the new sandbox.
I want the Plasma Repeater and the Plasma Rifle to both return. The Plasma Rifle being the SMG counterpart, and the Repeater as the AR counterpart.
