Um . . . you do realize that even Chief’s armor can be customized right? He just chooses not to customize it >.<

Why wouldn’t he want to be more awsome?
I don’t think he will become a Spartan-IV. Even if he did accept the UNSC’s offer to all remaining II’s and III’s, he’d still be a II with better armor and possibly a few more augmentations. I do think he’ll meet the UNSC at some point in the game and receive his new armor, but that really has nothing to do with the S-IV’s.
Of course he’d get the new armor. I’m sure anything any other SPARTANs can have, a SPARTAN II can have.
It’d be kinda weird to change SPARTAN versions, wouldn’t it? I mean, what augmentations do SPARTAN IVs have that are better than SPARTAN IIs? Would John’s body even be able to accept new augmentations? He isn’t exactly 14 anymore.

technically, the newr generation Spartans are inferior to their predecessors. FOr example, Spartan II’s were towering 7 foot + metal monsters that were extremely effective and survived their encounters (Mostly).
Spartan III’s had more numbers, yes and better armours,(well, those with MJOLNIR, not SPI) but they were deployed as suicide soldiers, going in deep, wrecking everything, but dying in the process.
Spartan IV’s are normal humans adults with far inferior training compared to Spartan II’s and III’s. They have weaker augmentations and are more of a special forces soldier and not the UNSC ‘Wonder weapons’ that were the Spartan II’s and III’s.
So yeah, would Chief want a downgrade?

Spartan IV’s don’t have the muscle and bone density of a Spartan II because such gene therapy could only be done to prepubescents. You can’t make the bone grow more denser in a fully grown person.

The real question, is unlocking the perk in H4 multiplayer that lets you go from SPARTAN IV to SPARTAN II. 
Though, in the grand scheme of things and in a logical perspective, I do recall one class of SPARTAN IIIs having a drug that pretty much made them not feel pain at all when their adrenaline is pumping. If Chief could have that drug, by God he’d be more unstoppable than he already is.

Yeah wasn’t those lot the S-III’s from Onyx…? I only read a few chapters so far lol.
That was Kurt’s lot, with the mute girl, Lucy or something? I dunno, but she ‘squeaks when she sees Kurt’s MJOLNIR armour.’
How else will he play similar to a Spartan IV? Well, this is where gameplay can override canon.
