I did note that it really wasn’t until 2015 that we started hearing that Blue Team was going to feature in the campaign. Long after we knew about Lockes inclusion as a secondary character and all previous material had strongly implied that the Chief, singular, had gone awol and was on his own. Obvious examples of this are concept art of the Chief on his own on Meridian, the E3 2013 trailer which very much depicts a solitary traveller.
More generally, you could probably have not had Blue Team and the story would have worked. I mean, take the first mission. It mirrors a lot of the “horror” type missions with its dark ominous setting and these are usually the missions where Chief is on his own and separated from Cortana; for example the Flood mission in CE. Plus the excuse for their presence as people for the Chief to interact with to replace Cortana…is kind of bull. Shes in literally every single one of his missions in some capacity. The only exception to this is the first mission where, as I implied above, you want to stress Chiefs isolation to push this horror element and the silence of the scene before he has the vision. I mean, Chiefs missions feel like a personal quest and hes given two pretty chatty characters in the Warden and Cortana for most of his missions.
Plus, some of the cutscenes, in particular the one in the Breaking and Guardians barely acknowledge Blue Teams presence and again you could have done the scenes in question without their presence. That might just be narrative priorities of course. But still it does come across like they are shoehorned in.
I can’t quite remember but I am sure the decision to add the Fireteams was mentioned as being a gameplay decision that occurred when the guy who did Republic Commando came on board. Not sure when that occurred but it could be that they were shoe horned into what was intended to be a fairly short section of missions that didn’t really have room for introducing three additional protagonists.
Do you think this was a late change to the game or always part of the plan?
On the contrary, I think Blue Team was originally going to have a greater role in investigating the anomalies while AWOL, thus setting up the situation which was advertised (IE: chief’s been seen at each of these sites just before the disaster, we have reason to believe he may be playing a role in them, hunt him down). I think there was some unknown complication during development which necessitated or heavily favored cutting down blue team’s missions to set-up, stake-raise, and resolution leading to the lopsided level distribution in the final product.
And I base this on absolutely nothing. I don’t have a single fact to back this up.

But you’re honest. And you care about starving children. Quite frankly you’re my hero.
AND what you said makes me wish the campaign kept Chief on his own with the rest of blue team hunting him instead of Osiris. On the blue team missions they could have rotated which character you use each time (with their specific loadout weapons). And Buck could tag along with blue team, cause who doesn’t love buck/Nathan Fillion? Necrophiliacs, that’s who.

I think that may have at one time been the intention. A conflict between the chief and Fred over the type and frequency of their missions was foreshadowed in the first 10 seconds of Blue Team and it never came to pass. Maybe they were saving that one for later though. Who knows?
No, but I think their presence was negatively influenced by writers who didn’t know what to do with the characters. Frankie even admitted he felt that none of Blue Team had strong personalities, but people who read the books quickly called that excuse out for what it was.

Yeah, they had strong personalities as far back as their initial introduction in Halo: The Fall of Reach.
They just need a writer that can do character development well, and do plenty of research into how their characters behave and respond.
And, you know. Maybe hiring a writer that doesn’t judge an entire character by a single line by another writer.
But Linda was around in CE lol, and no I don’t think they were late because thinking about it if they had blue team during the whole time chief was going with cortana in the flood trilogy then it would take away from the bond you felt between the two and it would leave no room for the arbiter to join in which honestly would be pretty lame
