no, it needs ammo to be able to be picked up, so an empty rocket launcher is useless for the achievement

I would recommend an empty weapon in your pocket over nothing, it’s helpful for things like reload cancel.
Probably but too advanced for me atm… I’m just excited that I learned how to do this.
No, as someone else said, I will add that the weapon despawns at this point, there won’t be anything for your teammate (or you) to grab.
Pressing up on the D-pad (or whatever your ping button is binded to) is a decent way to communicate that you’ve dropped a weapon, I would also recommend giving it to a camper or relatively slow moving player, So that the prompt has time to show up.
Just… don’t expect to get anything good in return, much less getting the gun back.

Drop near some, and then ping it, someone will probably grab it, especially if it’s rockets.
