To be clear this apples to all Spartan generations 2,3,4.
Spartan 2s had some degree of options but not alot as Mjolnir was a new system and had limited variations. As the system progressed, 2s tailored their armour to better compliment their skill sets.
Spartans 3s typically had SPI armour which as far as we know only came in one variant. Those 3s that were selected to become Mjolnir teams or headhunters had access to the full range of armour systems and could mix and match accordingly.
Spartan 4s are given the Recruit armour type after they pass out. They either wear that armour type for 2 years or they end up becoming specialist beforehand. Once a specialist, they wear the armour of their new role, Operator, Engineer, Raider etc. Mixing armour types still happens but isn’t encouraged officially.
We believe by the time of infinite, gen 3 armour sets will be very fluid so that the helmet of one type can work seamlessly with the chest of another and so on. It would fit the narrative of the game. Also note that all surviving 3s were given access to Mjolnir armour sets at the end of the war.

Halsey certainly wasn’t keen on modifications to her armour per the conversation with Jorge in Reach.

Just to clarify this. There was a lotta stuff compatible on the SPI platform. The most common seen is the Mirage-class helmet variant.
But others did exist which you can see a lotta the variants here on Halopedia!

Yes but to a certain extent. They have from the options given to them depending on the time and place.

True, but this is how the actual operator used their armour. It would be like modding your car.

in halo the fall of reach we can see that the blue team doesent choose his armor every one uses jhons armor first then i think the unsc gived the specific armor for the specialites that every one had for example linda-058 that uses a helmet dedicated for the sniper rifle
