The general reason would be because it isn’t very ‘Halo’. Although there might not be a lot of justification in that statement, it is, at its core, the reason why it shouldn’t happen.
Each weapon in Halo is unique. Each one has a purpose, and a function, each with its own strengths and weaknesses. Part of the strategy in Halo is controlling the right weapons for the right situations as you are restricted to two weapons. Making a weapon multi-purpose puts that element at risk of being changed, or even removed. Add to the fact that the BR is a utility (starting) weapon, you REALLY don’t wanna mess with the functionality of that weapon.
Most people just want the classic BR, although strategically there are justified reasons to not make the BR multipurpose.

The BR was effectively multipurpose in Halo 2 and Halo 3 anyway, and of course the DMR is the utility weapon in Reach. You can’t say one weapon filling all roles is “not Halo” when every Halo matchmaking game to date has had a one-weapon-that-works-in-all-areas sandbox.
Utility, by the way, means “Useful, esp. through being able to perform several functions”. It does not refer to a starting weapon. Such weapons are called ‘starting weapons’.

On Topic: I don’t care if they bring back the BR or give us a DMR-like weapon, I just want a balanced game. One thing I like about Vanilla Reach is that each weapon is pretty well balanced within the sandbox. It’s not perfect, but it’s pretty good, nonetheless.
ZB or 85% Bloom are okay, but they severely unbalance the sandbox. If Halo 4 is going to go the ZB route, 343 needs to be sure to balance the other weapon so Halo remains a sandbox game.

Yes when the games first came out everyone -Yoinked!-, but that’s not unusual. But it retrospect you CAN NOT tell me you’d rather play Halo: Reach then Halo 2 or Halo 3 online. Halo 2 had probably the greatest multiplayer maps the franchise had seen, the gameplay was fast and took skill, the button glitches (BXR, BXB, Double shot etc) added even more skill, the machinima community was crazy good and funny with RvB and HH, the modding community peaked and was incredibly creative, it was FUN.
I could waste hours playing Halo 2, I can barely stand a couple games on Reach.

Actually, I can tell you I’d rather play Reach than Halo 2 or 3. I only ever played custom games on Halo 2, and the one time I did go online I had a horrible experience.
I loved Halo 3, both online and customs, but it got very boring very fast.
Halo Reach has a lot more variety than previous titles, both online and in customs.

For online gameplay, any weapon with spread or multiple rounds in the spread is going to lead to netcode issues. These inconsistencies contributed to H3 online gameplay being so terrible compared to that of No-Bloom Reach and Halo 2. In order to allow the game to reach its full potential competitively, the utilitarian weapon should be single-shot.
As for the problems with range, if players can see the shot, they should be able to hit it. This punishes players for poor map awareness and increases the skill gap as a whole. Halo 3 did an awful job with this because of how inconsistent the br was at range (and im better than you at the game so dont try to say “lolusuck”), so players with poor awareness could get away even when they made mistakes.
Reach NSNB MLG is the most skill based settings halo has ever seen. If you want to pull inspiration, take it from there, not the abomination that was h3 online gameplay.
I disagree, I strongly prefer the BR.

A single shot weapon can handle lag so much better than a burst weapon. The game only has to track 1 bullet instead of 3.
