do defiant/noble maps still appear in zombies?

I just downloaded them because they look cool (already bought) wondered if they still show up

Any of the DLC maps will only show if everyone in the game lobby has the DLC. If just one person has no DLC, the maps wont show as voting options. Due to DLc owners being outnumbers by non-DLC owners, you would need to be very lucky to match up randomly with a full lobby of DLC owners, or try heading over to the recruiting section to get a full lobby of people who have the DLC so you can search together.

I hope that 343i considers making these map packs cheaper or free, like the Halo 3 map packs.

343 have no say in any offers or discounts that are made on the XBL marketplace, those are the decisions of the marketplace/product marketing team. As for the Noble. Defiant and Anniversary map packs being free, that isn’t likely to happen as Microsoft has a policy in place where DLC add ons cannot be made free if they have achievements tied to it.

But then, Halo Reach is no longer fully supported by 343 (only routine server maintenance is done). The game is slowly being phased out from even Halo Waypoint as 343 moves onto next gen projects.

Only if everyone in the game has the DLCs.
