Would be nice, 800 points for each add-on seems like a bit much.
Unless there is a Halo sale week, I doubt it will be on sale. It possibly might be on sale around the release of Halo 4 though for promotion.

Its def not worth 800 for the map pack if you only play 1 game type. The other download for other game types isnt really worth 800 either, because its almost impossible to find someone else playing them.
I bought both on the day they were released, but I think it is time to make them free and required to play with.
