This post is the perfect solution for those players that buy DLC maps and content but hardly ever play any of those maps. Granted at this point to talk about DLC might seem a little silly at this point but it does need to be addressed because if this is implemented now it will be better for all of those players.
Here is my solution for DLC problems. It is as simple as going into your game preference screen where we could select options like, Good connection, local region, chatty, quiet players etc… Add the simple option that says “DLC only”.
Basically by turning this on you will search only for players that have DLC. Matchmaking may take slightly longer but you will be able to play all your DLC, without making requirements in certain playlist.
If you are playing with friends that don’t have the DLC, simply turn it off.

How about 3 options: No DLC, include DLC, and only DLC? Thus people like me who enjoy the core maps as well as the add-ons can actually play all of them.

It’s not a solution. At least not in a holistic sense.
Sure, you get to play on just the DLC maps without having to be segregated into a DLC only playlist but the problem still remains that only a small part of the overall community actually has the DLC maps.
Matchmaking quality is still going to be in the toilet: Long search times, bad lag, etc.
The best solution I can see for DLC Maps is to not make people buy the maps in the first place. Give them away and use revenue from other sources to fund them.

The only way I would accept microtransactions would be to bring back a Reach-style customization system and let people spend either in-game or real currency to unlock items. The cash transfer has to be purely for cosmetic things. Mass Effect 3 gave away maps and allowed people to buy equipment packs, and the result was that the people who spent money were the only ones who really had the better gear. Granted, Halo doesn’t have different qualities of ARs, but letting someone buy a a better weapon when the rest of us start with a simple AR sets a dangerous precedent. It would only be a matter of time before someone is running around with their pre-purchased rocket launchers at spawn.
Real-money only armor customization, however, would be fine. There’s no alterations to gameplay. Allowing people to buy a helmet earlier than their level and in-game currency would normally allow is fine as well. But just keep it cosmetic.
DLC maps should be free. End of story. They’re the life blood of Halo multiplayer. Good maps keep players. Each pay-per-DLC fragments the available population beyond repair.
So give 'em away for free and watch the fanbase adore you.
This is big biz, of course, so to make $$ simply charge for armor pieces, armor effects, skins, player cards, stances, etc.
I wager 343 could make just as much if not more money (because the options are nearly limitless) and the population won’t suffer from bad maps or limited population availability.

The result was that people who bought packs had the better gear first.
None the less, I only would be suggesting cosmetic purchases. Weapon skins, power weapon skins, vehicle skins.
