I get the same problem but still can’t fix it. Just tried changing router setting and will test tomorrow.

Yep it worked for me.
Go to your xbox settings
System setting
Storage
Xbox one storage
When you click it it’ll have a window pop up telling you what you are doing. Game won’t be deleted or anything.
Works like a charm. Now I’m in match making playing some H5!

Not seeing any option to clear cache (on new dashboard as well)
