After the Human-Covenant War came to an end, both Human and Sangheili governments formed a lasting truce known as the Treaty of 2552. They’ve formed the Joint Occupation Zones, have liaison to their respective governments, Usze 'Taham as the Sangheili ambassador to the UEG and Rear Admiral Horatio Temkin to Sanghelios. However, there was no recorded meeting between UEG President Ruth Charet and the Arbiter Thel 'Vadam between 2553 and 2558. I have to wonder: Has either Thel 'Vadam or Ruth Charet ventured to their respective planets like most Heads of States do in modern times?
I would assume they have met given old Thel was on Earth 2553
I would assume it was to dangerous for the leader of Humans to go to Sanghelios, and the leader of the Sangheili to go to Earth, especially during a war were if something would go wrong the heads of both respective governments would be killed.

That’s a valid point, however, Thel 'Vadam ventured to Earth to attend the Voi Memorial in 2553 where he and Lord Hood began discussing about the Treaty.

I mean a meeting that everyone would know about, some Inny or Covy faction attacking a memorial would have alienated and united people. Killing the two leaders would have a similar effect but a different response, or a similar response but a different effect depending on how you look at it.
