I was playing Combat Evolved on Normal for a few days, it takes nearly an entire 60 round clip to take out an Elite’s shields, then two or three melees (if you can land them, those old Elite could MOVE) to bring them down.
And then I played a bit of Halo 4, also on Normal, and the Elites feel like grunts with shields. 8 AR rounds and one melee and down they go.
I don’t recall Reach’s Elites being so easy.
Have they dumbed-down the difficulty? The only way to make it feel even is to turn mythic on. Even Heroic is a breeze. Legendary is just too annoying what with your shields only being able to handle like 2 rounds.
Anyway, did they lower the difficulty?
It’s either they did dumb down the difficulties or they were trying to go like with the story because if you remember these covenant are not the great one that existed just a small group who still believed in the Prophets and Great Journey so maybe their tech isn’t that great anymore. Either that or they really did dumb down the difficulty, I’m just throwing suggestions out there.
To be fair, they amped up the AR’s power in Halo 4. I don’t think people wanted another marshmallow gun.

The AR is the same damage as it was in every other game. The TU that beefed the AR up is only in MP.
As for the OP I believe that’s only CE on normal in every other halo as soon as the shields are down it only takes one melee.
I honestly don’t notice a difference, it was all fairly easy on normal.
Generally I’m against the “Make them bullet sponges that deal massive damage” approach to difficulty. Halo 4 is easier than Halo Ce, but the only feasible way to beat Halo Ce was to lower their shields with a plasma weapon then finish them off with a headshot.
Sure you could just spray an entire AR clip, but that’s highly risky and will tear through all your ammo regardless.
