I was reading the Halo 4 Pre-order bonuses (As I have pre-ordered the special edition myself) and I saw that each vendor releases different pre-order content?! Whats up with that?
Also, are the ‘confirmed’ preorder release items just for the pre-order itself? Or does it include pre-order + special edition game?

Yes, depending on your vendor or your pre-order location, you will receive different bonuses.
They are because you pre-ordered. The limited Edition Halo 4 bonuses are set by 343i.
