How about a Battle Rifle mixed with an assault rifle. When scoped in it fires precise and acurate shots, when fired from the hip it fires rapid shots.

There are other ways besides grenades to get double kills. Like using
-the DMR
-Assault Rifle
-The BR (Halo 3)
- The magnum (Reach)
-The Rocket Launcher
-Sword
-Shotgun
-Sniper Rifle
-Needler
-Combination of weapons?
There are plenty of ways to kill multiple enemies in a single encounter. You just need to know how to deal with a situation. The Halo 1 pistol (though amazing, was too overpowered) The reason it was so easy to kill people then is because you could kill them before they could react. In Halo 3/Reach people have enough time to react. Sure you will get outnumbered by good players to where there is nothing you can do which fits your statement, but it is not impossible it happens fairly often… and most of the time easily…

2 on 1 and killing both of them if they both have BRs or hell even an AR is impossible unless they suck D or again a nice lucky grenade
