Did they raise the XP per game cap?

My last 3 games of Spartan Ops with double xp and Fast Track gave me over 16k each. Before I was getting 13k a game. Did they raise the XP per game cap?

Now they have it set to legendary difficulty with four players. Before it was set at normal for two players and heroic for 3-4 players.
