Maybe 343i knew how bad HMCC was going to be at launch, that’s why they gave so much content with the game. Conspiracy?
The server issues they probably didn’t think they would be as bad as they had been but the rest of the game they must have known it’s impossible not to have noticed in testing
They will deal with this issues, when they get reported they will look into these.
