Just an idea i had. What if the new Spartan is a clone of MC?
The new image showing the new Spartan and John (almost like his reflection) made me think that this could be where they are heading. ONI wants to know what made John so successful, what better way to do that than clone him?
Also to the people that think ONI could be “hunting” Chief, could be close to the truth. We still don’t know the full extent of the “DNA altering” that the Librarian did to John. And it’s pretty safe to say ONI wouldn’t mind getting a hold of some of that DNA.

I can say the way the art looks all Fable Style as a light and darkness reflecting each other i did think that the new spartan was going to dethrone MC as the lead character.
MY views on the cloning MC to make a great assassin to kill him isn’t a good idea at all from lore. MC isn’t naturally a great person/solider the situations he has been in and the hardships through his life made him the man he is today.
You can’t clone an army of a great fighter just assuming they will be like them. You have to train the troops like that person was trained, put them through ever situation or make them have every memory of that person and then you put it into a younger more fit body.
The issue with all that jazz is that Oni doesn’t know every last thing MC did exactly so if they were to clone him all they would have is a potentially good soldier just like every other person.
The only reason i can see Oni clone John and using him in any way is probably to pave the way for a new Spartan Generation that no one can cry about for giving up their lives like the Spartan III’s. Another flaw in that is it would be even more expensive than the original Spartan II program.
However, creating a spiritual successor of the Master Chief isn’t out of the question. In fact, spiritual successors of characters are nothing new to Halo’s lore.

No, Halsey found a way to transfer the memories from the original to the “new” cloned brain. But: “this memory replication results in an 82 percent rate of dementia, schizophrenia, and cancers in the recipient brain.” (halopedia)
And also the clones “generated” with flash cloning technique live only few years, in the best possibility.
This was 50 years ago, so maybe a better technology has been developed. I definitely don’t think so, but who knows…
Don’t forget that when the agent is questioning Dr. Halsey, he asks a number of very unusual questions about the Chief.
“Do you think the Spartans’ lack of basic humanity helped?”, "“Do you believe the Master Chief succeeded because he was at his core broken?” and so on.
Then, Halsey states that the man is not an ordinary ONI agent, and accuses him of wanting to replace the Chief. Replace him- that’s the key word.
This tells me that this Spartan likely is a replacement or successor to the Master Chief. He may be the Winter Soldier to Chief’s Captain America.
343 Industries has stated that this is a new character and not a female, so it’s a high probability. As for whether or not it’s a clone of the Master Chief, that’s debatable.

Seeing that they already have cloned him before what’s stopping ONI from doing it again?
First off, Master Chief doesn’t look like a huge deal from the cover art. He almost looks like a memory. This could be symbolizing the clone of MC walking somewhat in the footsteps of John himself.

Those are some very interesting quotes now that I think back on it. Ever since I first saw that CG video, I thought maybe the ONI guy wanted to know this info in order to create a brand new breed of Spartans that could be as great as the MC. The clone theory however seems to make a little more sense especially due to the word “replace”. By the way, do we know exactly when that interrogation took place? If it was right after the events of Halo 3, then maybe the ONI guy simply was paving the way for the Spartan_IV’s…
