As someone who will use dexterity quite often I hope it only applies to primary and secondary weapons and not overheating turrets and power weapons.
I never understood why 343i added that. All it’s going to do is render the “speed boost” power-up less useful.
Fire power will be very popular too. Remember that. A lot of people want to bring Br/DMR combo into battle because of its versatility.
This doesn’t bother me to much as I will be using mobility mostly. I will either be in your face by the time you reload, or half way across the map.
I do feel that it may need balancing.
I admit that I am really looking forward to using dexterity myself, but I feel some of the other choices are good alternatives to it. Being able to see a radar while zoomed in is pretty awesome if you think about it. It helps balance sniper and other weapons that have zoom. The other choices are just as awesome and cool if you look at them and think about there uses. Its all about player choice and style.
For what it’s worth, Frankie confirmed (I believe on NeoGAF) that the reload time with dexterity is tuned specifically to each weapon, so the Rocket Launcher/Sniper/etc. won’t have the same speed increase as a Battle Rifle or what have you. Honestly I don’t think the difference will be significant enough to cause balancing issues.
I feel that there are more valuable options than Dexterity to choose from. And I don’t see it being a game changer regardless of the situation. It may save your life a few times, but more often than not, it won’t make a huge difference.
Can’t really say because I don’t know what other upgrades do. 
But yeah it sounds little too good. I hope other upgrades are as usefull too.

I agree whole heartedly on the rockets part! Although it’ll make me a better sniper than I already am!
I’ve always wondered if dexterity will help out the cool down time of certain weapons like Plasma Pistol/Beam Rifle, but I don’t think so!
My only concern with it is whether or not it also increases the player’s model animation. That would be really frustrating if it showed them halfway through the animation, but they were actually read to fire.

I just realized how insanely over powered a sniper would be with that perk where you can see your motion tracker while scoped and that perk where you don’t jerk as much when shot plus camo as their armor ability.
When it comes to 1v1 duel, switching weapons is still faster than reloading with dexterity.

That’s good to hear, but it still doesn’t alleviate all of my concerns.
Dexterity can be used with Firepower I believe. Dex. is a Support Mod. and replaces Stealth for those that want Wetwork’s abilities for faster everything else (and quieter too). Firepower is Tactical Mod.
Dexterity will help with Tanks and Marksman.
By that I mean Tanks are the ones who may be unleashing Spartan Lasers, Rail Guns and anything else powerful or heavy quicker than non-Dex. users.
Marksman are the rifleman, both spawning and sniper who will use either the Firepower or Ammo Mod. in the Tactical slot with the Dex. in the Support lot. A marksman who uses FP instead of Ammo will be very efficient as they can switch to another rifle quicker than they can quickly reload. Yet consider the rile+pistol+ammo+dex combo and we still have very, very quick drawing on the secondary, just not as much range accuracy… But is it really needed? 
I’d rather have the Shielding perk than anything else to be quite honest.
It seems that it will be balanced out by “Shielding” but yes, these two are going to be just like Sprint in Halo Reach, the best choice.
Hmm…well I’ve never really thought much about it to be honest. For me reloading times don’t tend to be an issue, neither have they been an issue for the enemy from what I’ve experienced. I’ve always reloaded outside of direct combat: directly after or a quick dodge to cover. If the situation calls, I switch weapons (usually a Magnum) in a last ditch attempt to finish someone off. Switching isn’t that long, so I sometimes have a chance. I’d have to think about Dexterity being OP myself as I haven’t really given it any thought.
Although I did have some other things in mind. What about a sword and Mobility combo? Someone sprinting without stop towards you with a sword to lunge as well? Might not be enough time to pick one off coming at you quick enough. That’s made me think a bit.
There are probably a load of ways to offset upgrades, although I’d have to see all of them first. Usually there is one which directly combats the other.
