You people need better eyes.

The elite still has a general helmet, it’s inside the…dashboard(?) of the ghost. Seriously you can see the tips of the helmet.

No elite customization.

Actually if you look closer the elites head is clipping and is just inside the ghost.
the spec ops looking helmet is just the Generals armor around the neck area.
