Technically yes, but you won’t get penalized or anything. As long as you use a gametype authored by Bungie, you can get the DMP achievements

It’s not cheating if you are playing the game legit, and what’s not legit about playing a game in customs? You could get the 1,000,000 points in FF in customs FF and that wasn’t cheating.
