Dear 343i,
Please just make ONE hard code that EVERYONE can use to unlock all Spec’s. This will easily fix this insane problem people are having dealing the E-mails, and Xbox Live Messages for Spec Codes.
Its the less you can do for us…

Why restrict 50% of the game from someone who paid 60+ bucks for the game? Makes no sence…
It’s kinda ingenuous to think they would do it.
Why restrict it? Because that’s how they said they were doing it.
This was all known back when they revealed the differences between LE and SE.
One code won’t work, because they have agreements with European resellers that sold LE copies that they wouldn’t hand them out to everyone, and thus drive the demand for LE into the floor. (Supposedly)
You can either:
A) Be patient and wait for them to come out piecemeal when certain milestones are hit
B) Buy a code from ebay or hope someone gives you one
C) wait for your code, if you qualified
D) keep posting the same complaints as 80000 other people and still not have a code
