I’ve seen threads saying the Deadeye helmet is only available as a pre-order bonus at Best Buy, and I’ve seen the same amount saying it’s just a skin. Someone please clarify this for me.

It’s likely that it’s just a skin, as that’s how it’s described by the photos of it.
Correct me if I’m wrong but the Helmets are in-game. The Skin you get is exclusive to your retailer.

Just gonna throw this out there. The in-store display says exclusive Raptor Skin and Deadeye Helmet. Along with the website. But I don’t know, and I don’t care anymore. All I know is that I’m getting it. I’ll wait until the 6th and then give you an answer.

This pretty much proves it is just the skin.
Listen…the universal language for an interchangeable physical appearance for a character option in ANY game is called a “SKIN”. The Deadeye helmet is a STANDALONE helmet. All Helmets that have variants says customized with “Raptor” skin…customized with “web” skin…etc. These versions of armor clearly have multiple iterations. For Deadeye it just the helmet…that’s what it is…same thing for Locus.

Forgive me If I’m unclear I thought the video cleared up this confusion.
Example…
VENATOR is ARMOR.
VENATOR RPTR is the “RAPTOR” Variant.
C.I.O is ARMOR.
C.I.O WEB is the “WEB” Variant of said armor.
DEADEYE is a helmet…That makes it armor…WHICH is EXCLUSIVE to Best Buy. There is no known variant of it.
What’s so confusing about that?
