Is the daily login pack refreshed at a certain time or is it a 24 hour cycle from when you last collected it? I’d like to know so I can figure out when to get on and claim it.

Right now, it appears every day at 7AM Pacific (10AM Eastern).

Keep in mind that you can sign in and open it here on Waypoint. Additionally, if you miss a day, you can claim it as long as you sign in before the new pack drops.
