Because 343 thought it was necessary to have sprint as a default ability, so there needed to be sacrifice for the 360’s limited amount of buttons.

It’s used for both Requisition and Forge.
I have sent my opponent a nice powerup instead of a grenade every now and then.
I understand though that the controller doesn’t have enough buttons so I just have to put up with it.
What would have made more sense (in my opinion) is that when ordinance is earned, you first have to press down to bring up the three options, that way you could still switch grenades until you were ready to call it in.
