That mech is a Cyclops Mark II, yeah. It’s a Halo Wars reference. Or perhaps more like proof that the main Halo series embraces the Halo Wars game as canon. Always nice to see that sort of thing.
I certainly hope it won’t be pilotable; there’s something too generic about featuring a controllable mech in a science-fiction game.

i hope were able to use it cuz its time for something like halo especially in its timeline to use a vast amount of technology

I completely agree.
I see it way too much. Thankfully in this case it is just a nice aesthetic piece of fiction candy.
Can’t talk for the Campaign though.
