hmmm is it possible to have loadouts AND equal starts?
yes! allow customisation before hand, but allow USE/FUNCTION of those customisations with encouragement of competitive elements.
for example, you can choose armour abilities beforehand, but these armour abilities take up energy/fuel/mana (any resource to use), which does not recharge and you spawn with no energy/fuel/mana. you can place ‘energy stations’ on the map, and players can go there to recharge their energy/fuel/mana to use abilities. there! players can choose to use armour abilities of their own choice AND players are encouraged to move around, and maintain map control! this can also allow level-up unlocks (eg. i reach level 10, i can unlock a new armour ability), because even if my enemy is level 1 and i am level 10, if he secures map control and does not allow me to recharge at an energy station, i cannot use that armour ability! SKILL + CUSTOMISATION YOU DID IT WIRELESSCARD
examples with perks/mods/specs: choose specialisations in loadout screen, but you need to pick up a powerup to activate/use it! eg. i choose speed boost, but when i spawn i dont move faster. however when i pick up the ‘power activator’ my speed boost activates, and i gain its effects.
examples with gun choices: make special ‘ordnance zones’ on the maps. you can find an ordnance zone, and choose a gun to drop there for you! same as static weapon spawns, except now you can choose from a variety of weapons!

Ok, how about this? Your opinion will not only probably never be implemented unless in custom games, but is also highly unnecessary for a Halo game.
It’s fair enough as it is. If you had faith in 343, you wouldn’t have to come up with a new standard for fair play. What they have going now works. Those who tested it at E3 and RTX have said that the game was fun, and going in a better direction that Reach was. Besides the button schemes, Halo 4 seems to be what Halo Reach should have been. No changes are necessary. Maybe your idea could fit in an Action Sack playlist or BTB variant.
TL:DR I disagree with the changes you’ve suggested.

Well if it was a custom game I don’t see why not. A custom game is just a mess around game anyway. Though if you read my post I already said it could be a BTB variant, Action Sack, or Custom game. It is not the same thing. If I simply said “That’s great!”, you’d be biased and say “Thanks” even though I didn’t expound on your ideas.

I disagree because the concept seems more like a minigame than a competitive game. I like competitive gaming so naturally I would disagree on this idea. The whole thing of moving to “stations” to gain “mana/fuel/energy” is like a more complex version of picking up something like an overshield or active camo. It seems a lot like territories, except the territories are never captured, and they give you new abilities. Can you imagine how useless PV would be? Or Thruster Pack? One use and it normally needs to be recharged, so you would either have to go back every single time? If you stood inside the “hill/recharge point” could you have infinite armor abilities?
I see flaws in the gameplay. With all due respect, I personally don’t see myself liking this hypothetical gametype.

No upgrading so playing time with stuff doesn’t give you anything! Check.
Done! The new player and the old player has 2 different classes, both of which consist of a pool of things taken from the same things. Playing time means you can customize. It does not mean you can use stuff like pro-perks and weapon attachments. You might say “Oh, but we don’t get to choose exactly what we want.” Well, if a bad player with customization and a good player who just started the game (Maybe he had a 3 k/d in Reach and H3) had to 1v1, who would win?

you do bring good points (and you actually understand how my fuel station idea would work, i am usually hard to understand :D).
to address each one:
-its exactly like territories that give you abilities. this encourages map control and less camping (assuming these fuel stations are in open, accessible, hard to defend places)
-PV and thruster pack are still useful. as it is now, PV is overpowered (in alot of ppl’s minds, though yes i havent played h4 yet nor do i know if 343 has nerfed PV). AAs wouldn’t be one use, your fuel is used like a battery in a plasma weapon (if you use it for too long continuously, it goes into cooldown)
-if you’ve played Star Wars: Republic Commando, there are these things called bacta tanks. thats what the fuel stations would work like. your spartan needs to press and hold (X) button (or any action button) to refuel from the station, and whilst he is doing so, he is immobilised and cannot use his AA whilst refuelling.

nope the topic is about having customisations + equal starts. while what you suggest removes playtime advantage, it still means players start on uneven ground.
i also believe halo should remain an arena shooter, not a class-based shooter. with my ideas, halo could still be an arena shooter, but evolve and attract more casual audiences.
Hmm, I just don’t see how it really promotes map movement or competitive gameplay. It seems like it would be a camp-fest on the weapon drop zones as well as the “recharge stations”. If I were playing, I would simply hang around a recharge station with my team and take turns recharging our armor abilities. It would become a King of the Hill, with multiple hills.
these fuel stations would be in open, accessible, hard to defend places. it promotes map control. it also promotes being aggressive and moving, and heres how i see that:
-at spawn, players push for fuel stations (fuel stations would be equidistant from each teams’ spawns)
-winning team fuels up, and can use AAs
-winning team pushes into the enemy team’s side, using AAs offensively
-if the opposing team fails, the winning team has a choice to spawn trap or to refuel and push again
if the maps are designed well, camping should be virtually non-existant should my ideas be implemented

Your idea does not fix it because it doesn’t create a fair start - it creates a temporary time where nobody has anything. This will both piss off players and make them have a complete hassle in order to use an armor ability. And then there are the specializations you must think about.
You sounded very much like you want 343 to use it…and personally, if I have nothing to say to the producers of the game, I wouldn’t go around posting it - it’s just asking for attention, which means trouble.
