I think a great idea for the game would be to add a customisable option for in game multiplayer leaders. By this, what I mean is to add the ability to define race & gender of your leader (Covenant type races, Human, Forerunner, Flood etc.), after this then define more specificity of a race (for example when choosing Covenant, choosing an elite style leader alike the arbiter), then the ability to change individual features of the character (facial features, armour [of which could be gained through an REQ system], etc.), the kind of class (this may determine what kind of ability your leader has [it would be interesting to see different options of leader ability for the same race], the kind of units they can train, also a kind of customisable skill tree/perk tree which can add a unique style of gameplay) and finally maybe a title of which may be added to your leader’s name determined by what kind of rank you have acquired with your character when using them. it would be incredibly cool to see your own leader on the field and also to have a titled rank which would signify the importance of an individual player. Also if there are larger ships within the game like that of the UNSC Spirit of Fire, which are usable in the multiplayer, it would also be a fun idea to be able to customise them too, for example their weapons, appearance and the name. I also feel that this could work with a clan system alike that of the Spartan Companies where there are competitive maybe league based game types, in which the clans face each other’s ship, maybe in a 4v4 duel.
Personally I feel this would add a massive replay value for the multiplayer with the many choices of which you could use, of which I feel it would also be important to have large experience values between ranks (or whatever ranking system may be used), as this would also slow down the rate of progression and make it that bit more special when you gain extra titles and customisable features, again greatly increasing the amount of time of which we can spend on the game (I want to spend a lot of time playing this game ;)).
I know some people may not be in favour of the idea, as they would like to play as characters from the campaign. This is why I would also suggest a multiplayer game type (maybe a ranked playlist) which uses only leaders in the campaign maybe called the ‘classic’ game type. Which also leads on to the multiplayer system; the same kind of dynamics could be used as what is present in Halo 5; a warzone type of matchmaking where we use our customised leaders, items and abilities, also a ranked type of matchmaking which contains more structure with more of a competitive type of gameplay with more of the classic game types.
I really hope some of the ideas expressed here are used as I am extremely excited about Halo Wars 2, being a massive Halo Wars fan (being rank: General :P). Like I said, I really want to spend an age of time playing this game when it comes out. What do you guys think?
So basically a custom avatar? I would be happy to see this but I would rather armor and the like be unlocked through in game challenges. That way when I saw an elite with an ornate helmet I think"damn he worked hard for that"rather than “lucky -Yoink-”
I would quite like this, instead of the original where you build your strategy around the leader you build the leader around your strategy. This would create a more diverse game and I would really enjoy this if implemented correctly.
Quite a good idea i think there should be no reason why this cant be done in a class system as you said for balance. it would also be nice to see these kind of features from other halo games , like armour customization, make into the game to make it more of a halo rts rather then just rts that happens to have a halo in it.
That would be really cool! Adding an additional level of personalization, even if there is no tangible affect on gameplay!
Maybe even use unlocked armor from H5 as well!
As cool as your suggestion would be, it would throw off balance to the max. It seems like you are trying to take features from FPS Halos and impress them on Halo Wars. Personal avatar customization, REQ system, and a load out like system of unit implementation all seem unusual in an RTS.

Balance could be maintained by having unit classes, so you’re only allowed one upgrade, like better resource income, forfeiting starting with 1 tech level or faster upgrades or cheaper units. Then every faction should have the baseline units, but you can choose either hornets or falcons, mantis or tank or something like that. If done correctly it shouldn’t have too much of a balance issue

Or each upgrade could cost something, lets say you have 100 but depending on the upgrade or unit you use some of it up. So an ONI warthog could cost 10 but ONI scorpion 50

If I’m correct in BFME2 you could make a custom hero, it would be a big step up but it could be done nicely, maybe a set amount of supplies, each upgrade or new unit costs some so oni tanks cost 25 oni warthogs 10 or something like that

No, but if a game that old and for 360 (and PC) could pull of something similar then on Next-Gen it coild definitely be done again, albeit a lot bigger

Because, if implemented, it will be on a much larget scale and it will be done better, since the game is newer and has more available. I may be wrong but I believe BFME2 hadn’t got the larger starting population and it’s servers were offline quite quick (on 360 anyway). Also it’s a different fanbase, people might enjoy different things.
I respect that you’re entitled to your opinion, as I am mine, but I don’t believe any more will be achieved by this discussion
